1) HELB and HELM, as 310-1 positions, should not be confused with agency Exclusive Use Helicopter Crew positions. Requirements for full-time exclusive use agency helicopter crew positions are located in that agency’s manual or handbooks.
2) HELB was instituted simply to provide a Single Resource Boss position within helicopter operations, facilitating the qualification and advancement of Helitack and Rappel members. HELB is not a position that would be ordered by an incident. When an exclusive use helicopter fills an incident order, the exclusive use crew comes as part of the “A” request number (Aircraft Order).
3) The HELM position was created specifically for the management of CWN helicopters. HELM is the only position that should be ordered to manage CWN helicopters. Only personnel with the HCWN qualification can be assigned to manage CWN helicopters.
4) The two positions are separate. A person’s training and experience must be applied to each position separately to determine if they qualify under the IQCS. Individuals (especially exclusive use helicopter personnel) may be qualified as both HELB and HELM.
5) Once qualifications have been determined, they must be red-carded accordingly and entered into ROSS, as either HELB or HELM (or both).
6) When CWN helicopters are intended for initial attack missions, and the manager will be performing fireline operations, the HELM must be ordered with additional qualifications (ex: ICT4) and an arduous fitness rating.
7) The Position Task Books for HELB and HELM are located on the NWCG website: http://www.nwcg.gov. Go to “Publications” and then “Task Books”. HELB is found in “Operations”, and is integrated with the Single Resource Boss task book. The HELM task book is found in “Air Operations”.

Position Implementation Implemented in May, 2002. HEMG is no longer a valid IQCS position. Personnel previously qualified as HEMG may meet requirements for both HELB and HCWN.
